GENERAL SECRETARIAT MEMORANDUM ON INVITATIONS TO THE
TWENTY-EIGHTH SPECIAL SESSION OF THE GENERAL ASSEMBLY
FOR WHICH AUTHORIZATION BY THE PERMANENT COUNCIL
IS REQUIRED

This document is being distributed to the permanent missions and will be
presented to the Permanent Council of the Organization.

Pursuant to Article 9 of the Rules of Procedure of the General Assembly, the Secretariat submits the list of observers to which the Secretary General, upon authorization by the Permanent Council, may extend invitations to attend the twenty-eighth special session. In the preparation of this list, account has been taken of the decision adopted by the Permanent Council at its meeting of October 2, 1986, to continue to invite the institutions included on the list presented to it each year by the General Secretariat, as well as others added later, subject to authorization by the Permanent Council.

I. Inter-American governmental entities and agencies

 

Article 9.c provides for:

 

c. Inter-American regional or subregional governmental entities or agencies that are not included among the organs of the Organization, with the authorization of the Permanent Council.

The foregoing provision would apply to:

 
    • Association of Caribbean States – ACS
    • Latin American Integration Association – LAIA
    • Central American Bank for Economic Integration – CABEI
    • Caribbean Development Bank – CDB
    • Inter-American Development Bank – IDB
    • Permanent South Pacific Commission – CPPS
    • Andean Community
    • Caribbean Community – CARICOM
    • Andean Development Corporation – CAF
    • Financial Fund for the Development of the River Plate Basin – FONPLATA
    • Inter-American Defense Board – IADB
    • Agency for the Prohibition of Nuclear Weapons in Latin America – OPANAL
    • Organization of Eastern Caribbean States – OECS
    • Latin American Energy Organization – OLADE
    • Andean Parliament
    • Central American Parliament
    • Latin American Parliament
    • Permanent Secretariat of the General Treaty on Central American Economic Integration – SIECA
    • Secretariat pro tempore of the Southern Common Market – MERCOSUR
    • Central American Integration System – SICA
    • Latin American Economic System – SELA
    • Union of Banana Exporting Countries – UPEB

II. Specialized agencies of the United Nations and other international agencies

 

Article 9.d provides for:

 

d. The specialized agencies of the United Nations and other international agencies, when agreements concluded with the Organization and in force so establish.

Article 9.d provides for two situations: (1) that of the United Nations specialized agencies and other international agencies that have concluded agreements with the OAS specifically providing for reciprocal attendance at meetings and conferences; and (2) that of agencies that have not concluded such agreements with the OAS.

 

As they have not concluded such agreements with the OAS, the following United Nations agencies could be invited, subject to authorization by the Permanent Council:

 
    • United Nations High Commissioner for Refugees – UNHCR
    • International Bank for Reconstruction and Development – IBRD
    • Economic Commission for Latin America and the Caribbean – ECLAC
    • United Nations Conference on Trade and Development – UNCTAD
    • United Nations Latin American Institute for the Prevention of Crime and the Treatment of Offenders – ILANUD
    • United Nations Population Fund – UNFPA
    • United Nations Children's Fund – UNICEF
    • International Monetary Fund – IMF
    • United Nations Development Programme – UNDP
    • United Nations Environment Programme – UNEP
    • United Nations International Drug Control Programme – UNDCP
    • Organization for Security and Cooperation in Europe – OSCE

 

Invitations to the following international agencies, which also have not concluded agreements specifically providing for reciprocal attendance at meetings and conferences, also require authorization from the Permanent Council:

 
    • League of Arab States
    • Organization of African Unity – OAU
    • The Commonwealth Secretariat
    • The International Organisation of the Francophonie
    • Community of Portuguese-Speaking Countries (CPLP)

 

III. Special Guests

 

Article 10 provides:

 

Article 10. With the authorization of the Permanent Council and the consent of the government of the country in which the Assembly session is to be held, representatives of the specialized agencies of the United Nations and other governmental or nongovernmental international agencies and organizations not included in the previous article may attend the General Assembly as special guests, as long as they have expressed interest in doing so.

For the purposes of this article, the Secretary General of the Organization shall extend the appropriate invitations.

Accordingly, the General Secretariat has the honor to submit the following draft resolution to the Permanent Council:

DRAFT RESOLUTION

 

INVITATIONS TO THE TWENTY-EIGHTH SPECIAL SESSION

OF THE GENERAL ASSEMBLY

 

 

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

 

CONSIDERING the provisions of Article 9.c and 9.d of the Rules of Procedure of the General Assembly,

 

RESOLVES:

 

1. To authorize the Secretary General of the Organization to invite the inter-American regional or subregional governmental entities and agencies specified below and not included among the organs or agencies of the Organization to send observers to the twenty-eighth special session, pursuant to the provisions of Article 9.c of the Rules of Procedure of the General Assembly:

 
    • Association of Caribbean States – ACS
    • Latin American Integration Association – LAIA
    • Central American Bank for Economic Integration – CABEI
    • Caribbean Development Bank – CDB
    • Inter-American Development Bank – IDB
