Oscar Santamaría has a doctorate in Jurisprudence and Social Science and
a postgraduate degree in Labor Law. Between 1989 and 1995 he held a
number of important positions in public administration in El Salvador,
as Minister of Justice, Minister of the Presidency of the Republic, and
Minister of Foreign Affairs. During that same period, he headed the
Governmental Dialogue Commission for the Peace Negotiations with the
Farabundi Martí National Liberation Front –FMLN (1989-1992) and he was
the Minister in charge of the process of Compliance with and Execution
of the Peace Agreements by the Government of El Salvador (1992-1995).
In international affairs, he was an outstanding Secretary General of
the Central American Integration System (SICA), holding that position
for four years, from 2000 to 2004. Before that, from 1977 to 1978, he
had been Secretary of the Legislation Committee of the Latin American
Parliament (PARLATINO), and a member of the Council of Ministers of
Foreign Affairs of the Central American Integration System – SICA
(1994-1995).
Dr. Santamaría has earned medals of distinction from the governments
of El Salvador, Argentina, Chile, and Brazil. He has also worked with
business associations and performed various academic functions. Drawing
on his experience and expertise, he has lectured both in El Salvador and
abroad and has taken part in a dozen or more international meetings.
