Siwei (1935 - ), born in Beijing; ancestral home in Xiangxiang, Hunan
Province.
Vice Chair of the Tenth Standing Committee of the National People’s
Congress (NPC); Chair of the Seventh Central Committee of the China
Democratic National Construction Association (CDNCA); expert in the soft
sciences and chemistry.
At 15, joined the Chinese New Democratic Youth League; returned to the
mainland from Hong Kong, 1951; studied at South China University,
Hangzhou City, and the South China Engineering Institute; graduated from
the East China Chemical Engineering Institute, 1956.
Worked as a technician at the Shenyang Chemical Engineering Research
Institute, as a technician and deputy office chief at the Tianjin
Chemical Engineering Research Institute, as a technician at the Beijing
Petrochemical Engineering Research Institute, and as an engineer at the
Scientific and Technological Bureau of the Ministry of Chemical
Industry, 1978.
Obtained a Master’s in Business Administration from the University of
Los Angeles, U.S.A., 1984.
Became senior engineer and chief engineer of the Scientific and
Technological Bureau of the Ministry of Chemical Industry; a member of
the National Soft Science and Technology Prize Committee, 1987; vice
president and chief engineer of the Scientific and Technological
Research Institute of the Ministry of Chemical Industry, 1988; a member
of the Steering Committee for Work on the Soft Sciences, 1989; and
deputy chief engineer, 1993; Vice Minister of the Chemical Industry,
1994-1997; and was elected vice president of the Fourth Board of the
Taiwan Research Society, 1998.
Joined the CDNCA, January 1995; elected vice chair of the Sixth Central
Committee of the CDNCA, December 1995; elected chair, December 1996, and
reelected chair, November 1997, Sixth and Seventh Central Committees of
the CDNCA.
Member of the National Committee of the Seventh Chinese People’s
Political Consultative Conference (CPPCC); member of the Standing
Committee of the National Committee of the Eighth CPPCC. Alternate
member of the Ninth National People’s Congress; elected vice president
of the Standing Committee of the Ninth NPC, March 1998.
Member of the Chinese Government’s delegation at the Hong Kong hand-over
ceremony, 1997.
Member of the Chinese Government’s delegation at the Macao hand-over
ceremony, 1999.
Long engaged in research on the development and use of boron resources
and on the system for the development of phosphate resources and the use
of high-polymer materials in automobiles.
Awarded the National Award for the Advancement of Science and Technology
(classes 2 and 3), and the Award for the Advancement of Science and
Technology of the Ministry of Chemical Industry (classes 1 and 2).
Three translations; co-author of Knowledge about the Inorganic Salt
Industry.
