Bryan
Scott Bachner serves as the Assistant Director of the Directorate of
Legal Research for International, Comparative, and Foreign Law (Eastern
Law Division) at the Law Library of Congress, where he is responsible
for providing multidisciplinary legal research and analysis in response
to international, comparative, and foreign law questions raised by the
United States Congress, executive agencies, Supreme Court and other
federal courts for all jurisdictions within Asia-Pacific, the Middle
East, and Africa. Prior to his appointment at the Library of Congress,
Dr Bachner served as an Associate Professor at the City University of
Hong Kong's School of Law from 1990 to 2005. Dr. Bachner became the
first American to obtain a Ph.D. in Law from a mainland Chinese
university when he received his doctorate from Wuhan University, one of
the top three universities in China, in 2003. He speaks Chinese
(Mandarin) and Spanish
