Dr. Solari received his medical degree from the
School of Medicine of the University of Uruguay and his Diploma in
Public Health from the School of Hygiene of the University of Toronto,
Canada. There he also obtained a Master of Science in Health
Administration and completed postgraduate training in Health Economics.
Dr. Solari has developed a two-track career: in his
home country-Uruguay- and as an international consultant.
Domestically his major responsibilities were:

Director of a multidisciplinary project to
improve the managerial efficiency of prepaid health care
organizations and major contributor to an overhaul of the regulatory
framework regarding that part of the health delivery system (55% of
the Uruguayan population).

Deputy Director of the public sector network of
health facilities in charge of budgeting preparation and execution
(33% of the population).

Responsible for the enforcement agency within
the MOH in charge of regulating quality standards of the health
delivery system, including the professions, institutions providing
health care services and pharmaceuticals.

Minister of Health in two opportunities
concentrating on the identification of health priorities the first
term and designing a health reform effort the second time.
Internationally Dr. Solari has been a consultant on
health administration to several organizations, mostly USAID and PAHO,
in the LAC region with minor experiences in Africa and Asia. He was in
charge of the multidisciplinary team that completed the Health Sector
Analysis in El Salvador in 1994. Has joined the IADB in 1997, where he
is trying to coordinate the strengthening of Public Health within the
context of health reform efforts in the LAC region, from one of the
central Departments.
