FOLLOW-UP AND IMPLEMENTATION OF THE MANDATES OF THE THIRD SUMMIT OF THE AMERICAS WITHIN THE FRAMEWORK OF THE INTER-AMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT (CIDI) AND THE
INTER-AMERICAN AGENCY FOR COOPERATION AND DEVELOPMENT (IACD)

THE GENERAL ASSEMBLY,

HAVING SEEN resolutions AG/RES. 1524 (XXVII-O/97), "Strengthening Partnership for Development Activities within the Framework of CIDI"; CIDI/RES. 50 (III-O/98), "CIDI and the Summits of the Americas"; CIDI/RES. 55 (IV-O/99), "Mechanisms for Implementing the Inter-American Dialogue on Partnership for Development"; CIDI/RES. 102 (V-O/00), "Conclusions and Recommendations of the Ministerial Dialogue of the Fifth Regular Meeting of CIDI," in particular the references to the need to pay attention to the guidelines that will emerge from the Third Summit of the Americas, held in Quebec City in 2001, in the elaboration of the Strategic Plan for Partnership for Development 2002-2005; and CIDI/RES. 2 (I-E/01), "Follow-up and Implementation of the Mandates of the Third Summit of the Americas within the Framework of the Inter-American Council for Integral Development and the Inter-American Agency for Cooperation and Development";

TAKING INTO ACCOUNT:

That the Declaration of Quebec City, the Plan of Action, and the Statement on Connectivity of the Third Summit of the Americas assign a central role to the OAS, acting in collaboration with other multilateral partner institutions in the implementation and financing of the Plan of Action;

That in the Third Summit, the Heads of State and Government encouraged the efforts of the Inter-American Agency for Cooperation and Development (IACD) to secure financing from both traditional and new sources, including new partnerships with the private sector, and to have the goals of the Summit inform the development of the Strategic Plan 2002-2005;

That the Summit Plan of Action reiterates the importance of political and technical meetings for translating its policy commitments into specific programs and projects for the benefit of member states;

That, at the Third Summit of the Americas, the Ministers of Foreign Affairs were instructed to strengthen and reform, at the thirty-first regular session of the OAS General Assembly, the institutional and financial mechanisms that the Organization can provide to the Summits of the Americas process, and that this matter will be discussed during the Dialogue of Heads of Delegation at that Assembly session;

That CIDI and the IACD provide the framework within the OAS for responding to the mandates of the Third Summit of the Americas, included as priority areas in the Strategic Plan for Partnership for Development 2002-2005;

That the evaluation of the Strategic Plan 1997-2001 identifies the need to encourage the sectoral authorities to make greater use of the mechanism afforded by CIDI to support intergovernmental policy dialogue and cooperation; and

That the Statues of the IACD give the Agency central responsibility within the OAS for formulating, coordinating, financing, and managing programs and projects in the priority areas of the Strategic Plan; and

CONSIDERING:

That in order for CIDI and the IACD to respond effectively to Summit mandates, corresponding changes to the mechanisms for intergovernmental policy dialogue of CIDI and the programming and management cycles of the IACD are necessary; and

That in order to support the intergovernmental meetings, it is necessary to emphasize the coordinating role assigned to CIDI and its Secretariat in supporting these meetings,

RESOLVES

1. To instruct the General Secretariat that, in any restructuring plan, it take into account the functions assigned to the Executive Secretariat for Integral Development (SEDI) in coordinating the various dependencies of the OAS that have responsibilities for priority areas of the Strategic Plan, as established in Article 22.b of the CIDI Statutes.

2. To instruct the Secretary General to present before September 30, 2001, a plan for organizing the support of the General Secretariat in the implementation of Summits mandates in the area of cooperation, with the purpose of rationalizing the human and financial resources of the General Secretariat. The plan should also include measures for organizing the support of the General Secretariat to political and technical meetings in priority areas for development.
