SUPPORT OF THE INTER-AMERICAN DEVELOPMENT BANK
FOR THE SUMMIT OF THE AMERICAS ACTION PLAN
(Resolution adopted at the third plenary session, held on
June 5, 2001;
subject to review by the Style Committee)
THE GENERAL ASSEMBLY,
CONSIDERING:
That in the Third Summit of the Americas, the democratically
elected Heads of State and Government adopted the Declaration of
Québec City that states: "We acknowledge that the values
and practices of democracy are fundamental to the advancement of
our objectives. The maintenance and strengthening of the rule of
law and strict respect for the democratic system are, at the
same time, a goal and a shared commitment of our presence at
this and future Summits. Consequently, any unconstitutional
alteration or interruption of the democratic order in a state of
the Hemisphere constitutes an insurmountable obstacle to the
participation of that state's government in the Summit of the
Americas process;"
That the declaration also states: "We value the active
support of the Organization of American States and its
specialized organs, particularly the Pan American Health
Organization, the Inter-American Institute for Cooperation in
Agriculture and the Inter-American Children's Institute, as well
as the Inter-American Development Bank, the Economic Commission
for Latin America and the Caribbean and the World Bank. We call
upon these institutions and other regional and international
organizations to establish greater coordination for support to
the implementation and follow-up to the Plan of Action of this
Summit;" and
TAKING INTO ACCOUNT that it is desirable for all entities of
the Inter-American System to reflect common values and
coordinate their activities to support the implementation of the
Plan of Action and the need for universality of its Hemispheric
membership,
RESOLVES:
1. To invite the Inter-American Development Bank, as a
partner institution in the Summit of the Americas process and an
integral member of the Inter-American System, to review its
policies and procedures to ensure the greater integration
between the values and goals of the Summit referred to above are
fully reflected therein.
2. To encourage the Inter-American Development Bank to
incorporate these priorities into the programs of the Bank and
review the Bank's activities to better support the
implementation and follow-up to the Summit Plan of Action.
