CHILEAN FOREIGN MINISTER PROPOSES ADOPTION OF SANTIAGO DECLARATION ON DEMOCRACY AND CITIZEN CONFIDENCE

Chile’s Foreign Affairs Minister, Soledad Alvear, announced today that her country would propose the adoption of a “Santiago Declaration on Democracy and Citizen Confidence: A New Commitment to Governance for the Americas.”

The Chilean Minister made the announcement just after being elected by acclamation as Chair of the thirty-third regular session of the Organization of American States’ (OAS) General Assembly, which President Ricardo Lagos inaugurated Sunday evening along with OAS Secretary General César Gaviria.

Describing the OAS as a special forum for OAS member states to build strategies to enhance democratic governance, Minister Alvear explained that the Declaration in question would seek to "establish an OAS cooperation focal point for programs to help member states enhance governance.”

She also suggested the preparation of a “Democratic Governance Report” with specific suggestions to help promote state modernization and judicial reform; encourage full citizen participation in the political system; and give political parties a stronger role in mediating demands from the citizenry in a representative democracy.

Alvear said that report would be the basis for a “Democratic Governance Program” to organize priorities and interrelationship of political, social and economic challenges while helping prepare for next hemispheric summit and help governments, which are responsible for improving the quality of democracy.”

The OAS General Assembly President declared: “We have entered a new era, which calls for renewed commitment to this political system. To that end, the democratic governance agenda must recommend avenues for cooperation to encourage inclusion and efficient management.”

During today’s first plenary session, the Foreign Ministers and other heads of delegation are scheduled to make presentations on the topic, “Democratic Governance in the Americas.”

The General Committee also commenced its work under the chairmanship of Guyana’s Ambassador to the OAS, Odeen Ishmael, who was elected by acclamation. Ambassador Ishmael is also the current Chairman of the OAS Permanent Council.
