INTER-AMERICAN COMMITTEE TO STUDY IMPACT OF SOCIAL POLICIES IN THE HEMISPHERE
October 17, 2007
The Second Meeting of the Inter-American Committee of Social Development (CIDES) of the Organization of American States (OAS) will take place October 23-24 at OAS headquarters in Washington.
During the meeting, the delegations will hold talks regarding the new institutionalism of social policies, focusing in particular in the role of the Ministries of Social Development and other entities with similar duties, as well as on the challenges of intersectorial coordination.
Furthermore, they will study the social policies in light of the decentralization processes and development at a national and local level. Within the framework of the new institutionalism, which also has a clear impact in the strengthening of democracy and governance of the Member States, innovations for a more effective social protection will be analyzed, giving special attention to the evaluation of programs of conditioned monetary transactions.
During the event, reports will be presented on issues with relevance to the region, by the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Development Programme (UNDP), the Inter-American Development Bank (IDB), and the World Bank.
To this date, high level national authorities on social development issues, among them ministers and vice ministers of the region, have confirmed their participation. As a result of the meeting, a plan will be drafted that will guide the work of the Committee and its Technical Secretariat to carry out a successful ministerial meeting next year. In this regard, the First Meeting of Ministers and High Level Authorities of Social Development will take place in Santiago, Chile, May 7-8, 2008, focusing on “Social Inclusion and Democratic Governance in the Americas”.
The Committee held its first meeting in April of 2004. On that occasion, Chile was elected as Chair of the Committee, and El Salvador and Jamaica as Vice Chairs. The OAS Department of Social Development and Employment (DSDE) acts as Technical Secretariat of the Committee, accompanying the sectorial authorities in implementing the mandates emerging from their regular meetings, as well as those of ministerial level.
