OAS SECRETARY GENERAL COMMENTS ON VENEZUELAN SITUATION

In response to the statement made today by a group of Venezuelan military officials calling for a military insurrection and civil disobedience and demanding the resignation of President Hugo Chávez, the Secretary General of the Organization of American States (OAS), César Gaviria, affirmed that such attitudes and demands betray the constitutional loyalty that officials of the Armed Forces owe to President Chávez.

The Secretary General stated that such an action goes against the fourth article of the OAS Inter-American Democratic Charter, which establishes that one of the "essential elements" of democracy is "the constitutional subordination of all state institutions to the legally constituted civilian authority and respect for the rule of law on the part of all institutions and sectors of society." That obligation extends to all those who belong to the institutions and sectors.

The Secretary General called on all opposition forces in Venezuela and on civil society as a whole, under these circumstances, to apply only democratic, peaceful and constitutional means to address its differences with the Venezuelan government.
