Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.

Secretary General Insulza Arrives in Cochabamba to Participate in the OAS General Assembly

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, arrived in Cochabamba today to participate in the forty-second regular session of the General Assembly, to be held from June 3 to 5 in this city. The Secretary General’s initial remarks were to thank President Evo Morales and the Bolivian people for their hospitality in hosting this summit meeting of the OAS.
On his arrival, the Secretary General spoke to the press awaiting him at the airport and emphasized the importance and timeliness of the theme chosen by the Bolivian government for this session of the General Assembly: “Food Security with Sovereignty.” He underscored that the 34 Member States would sign the Social Charter of the Americas at the event, in the presence of President Evo Morales. In that regard, he noted that “Cochabamba will always be associated with the fact that the Social Charter was signed here.”
In terms of the work to be carried out at the Assembly, the chief representative of the OAS said that “what we are seeking is to have the organization focus on its four main tasks: democracy, human rights, equitable and sustainable development, and security, especially public security”; and he stressed that the General Assembly’s objective is to consolidate the work “we are carrying out in the hemisphere” in these areas.
Secretary General Insulza was met at the Cochabamba airport by the Governor of the Department of Cochabamba, Edmundo Novillo Aguilar, and the Mayor of the Autonomous Municipal Government of Cochabamba, Edwin Castellanos. During the welcoming ceremony, the Secretary General was entertained by local indigenous groups.
