August 15, 2002
Clovis Baptista, Executive Secretary of CITEL, the telecommunications advisory body of the Organization of American States (OAS), and Evgeny Manyakin, Director General of the Russian Federation-based Regional Commonwealth in the Field of Communications (RCC), signed an agreement to cooperate on such activities as information exchange and meetings involving regional telecommunication organizations.
The agreement was signed at (OAS) Headquarters in Washington during CITEL's Third Assembly, and was witnessed by H.E. Dr. Leonid D. Reiman, the Russian Federation Minister for Communication and Informatization and the Chair of CITEL Assembly, Mr. Marcelo Kohan, Secretary of Communications from Argentine Republic. The parties also agreed to invite each other to send observers to their respective meetings where matters of potential interest in the agreed work areas are to be discussed.
In remarks after the signing, Mr. Marcelo Kohan stressed the role of information technology as the basis of economic and social development. "A regional organization like CITEL, with decades of experience, can contribute to a new regional telecommunication organization," Kohan said.
Meanwhile, Dr. Reiman, who also chairs the RCC Board of Heads of Communications Administrations, reiterated the importance that his organization attaches to cooperation with other regional institutions. He noted that this agreement with CITEL is the first in a series of cooperation agreements signed by the RCC.
