OAS PERMANENT COUNCIL STRONGLY SUPPORTS COLOMBIAN GOVERNMENT

The Organization of American States (OAS) Permanent Council on Wednesday expressed firm support for the government and people of Colombia, after the government declared a state of civil commotion to deal with the disturbances.

Permanent Council Chairman Ambassador Roger Noriega, the United States Permanent Representative, assured Colombian Ambassador Humberto de la Calle of the OAS member states' support, noting that "terrorism and terrorists always tend to strengthen what they attack. In this case, they are strengthening the will of the good people of Colombia to work together and to support their government as they fortify the institutions of democracy within the framework of the rule of law."

Explaining the rationale, purpose and legal effects of the measure, the Colombian Ambassador told the Permanent Council that his government had declared a state of internal commotion as part of a broader state of exception, which is provided for under the constitution.

Ambassador de la Calle said the Colombian President had received the signed authorization of all the ministers to issue the temporary decree that could run for up to 90 days, with provision for two extensions. He said his country's Minister of Foreign Affairs, Carolina Barco Isakson, had already notified the member states of the decision, in a letter sent to the OAS August 12.

He also stressed that the government's decision is being applied with full respect for the rule of law and will continue to be, as the government seeks to contain the disturbances.
