  July 19, 2002

Organization of American States (OAS) Secretary General César Gaviria announced today that he will travel to Lima, Peru, on Monday, for the signing of that country's National Accord.

Gaviria, who is attending the signing ceremony at the invitation of President Alejandro Toledo, described the Accord as "the product of Peruvians' political maturity and Government's firm commitment to using dialogue and democratic institutions as a vehicle to establish state policies by involving the political parties and civil society."

"This constructive exercise by the institutions and the Peruvian people under President Toledo's leadership," the Secretary General added, "is an example of the kind of initiatives that must be promoted to make this region the more democratic, more just and more prosperous Hemisphere that our peoples yearn and deserve."
