OAS AND BRAZIL SIGN AGREEEMENT
ON ELECTRONIC VOTING IN ECUADOR
July 21, 2004
The Brazilian government yesterday signed a technical cooperation agreement with the Organization of American States for a pilot project under which electronic voting will be introduced in Ecuador for the October 17 municipal elections.
The agreement covers a series of activities to be undertaken by Brazil’s Superior Electoral Tribunal and the OAS in implementing this project, which will involve the use of some 700 Brazilian electronic voting machines.
Brazilian Alternate Representative to the OAS José Luiz Machado e Costa signed the agreement with Santiago Murray, Coordinator of the Inter-American Electoral Technology Program in the OAS’ Unit for the Promotion of Democracy. Machado e Costa remarked that “the government of Brazil seeks as much as possible to address technical cooperation requests the OAS receives from its member states. This underscores Brazil’s commitment to the promotion and consolidation of democracy in the hemisphere.”
Electronic voting is being introduced in Ecuador in a bid to ensure transparency and more effective verification for the upcoming municipal elections. Under the terms of the agreement signed today, the Brazilian Electoral Tribunal will conduct training for Ecuadorian elections officers throughout the process, and the OAS will underwrite certain expenses related to the project implementation.
