OAS MONITORS REPORT ON CONGRESSIONAL AND MUNICIPAL ELECTIONS IN DOMINICAN REPUBLIC

  May 23, 2002

In a preliminary report to the Permanent Council of the Organization of American States, Diego Paz Bustamante, chief of the OAS Electoral Observation Mission to the Dominican Republic, has called for a simpler voting system.

Assessing the congressional and municipal elections that the OAS monitored in the Caribbean nation this past May 16, Paz Bustamante said an easier system was needed to encourage more people to vote while simplifying the work of the elections agency. He observed as well that the current closed electoral college system complicated the voting process with unnecessarily long lines for voter identification cards to be shown before ballots can be cast.

Problems were noted with the posting of results, vote counting and logistical aspects of the election process in certain parts of the country, and Paz Bustamante, who is Senior Specialist at the OAS Unit for the Promotion of Democracy, said the OAS Mission hoped that "the Central Electoral Board would address and resolve these concerns, and that by examining those experiences, it would come up with effective measures for future elections."

Ambassador Ramón Quiñones, Permanent Representative of the Dominican Republic, thanked the OAS and the observers. He said the Organization and its election observers have made an important contribution that has helped strengthen his country's democratic process by making it more transparent and seen by the citizenry as more reliable.

Presided over by Ambassador Margarita Escobar of El Salvador, the Permanent Council Chair, the daylong session also took up several reports that will be presented to the 32nd regular session of the OAS General Assembly, which takes place in Barbados from June 2 to 4.
