NEW PARAGUAYAN ENVOY PRESENTS CREDENTIALS AT OAS

The new Permanent Representative of Paraguay to the Organization of American States (OAS), Ambassador Luis Enrique Chase Plate, presented credentials today, saying his country wanted to do its part "in this great enterprise, the OAS—to help advance all its principles and objectives and collaborate in safeguarding and strengthening peace and security in the Americas."

Ambassador Chase Plate emphasized Paraguay's commitment to defending human rights and to fighting such scourges as terrorism, drug trafficking and money laundering. He also spoke of his country's firm support for "all the principles set forth in the OAS Charter and in the member states' respective constitutions."

Ambassador Chase Plate also conveyed his President's and Foreign Minister's appreciation for the Secretary General's role in helping to strengthen that country's democratic system. "Secretary General Gaviria has stood by us during some very difficult times—when our democratic system was under threat."

Secretary General César Gaviria welcomed the new Ambassador, saying he looked forward to the Paraguayan diplomat's contributions to the OAS and to the inter-American system. He told the Ambassador that "the OAS feels your actions in Paraguay have been very useful and have produced results" in strengthening the country's democracy.

After meeting with the Secretary General, the Ambassador paid a courtesy call on the Chair of the Permanent Council, Ambassador Margarita Escobar of El Salvador.

A former Foreign Minister of his country and a former President of the Administrative Tribunal of the Latin American Integration Association (ALADI), among other distinctions, Chase Plate holds a doctorate in Juridical Sciences from the National University of Asunción, where he has also taught administrative law and constitutional law.
