DEPARTING ARGENTINE AMBASSADOR STRESSES
IMPORTANCE OF DEMOCRACY

Ambassador Raúl Ricardes, Argentina's Permanent Representative to the Organization of American States, today called for deeper commitment to values and practices that are vital to democracy, asserting that democracy is "the only system that can guarantee economic and social development."

Concluding his tour of duty, Ricardes told the Permanent Council that given today's complex international scenario, multilateral agencies must help develop and boost cooperation in every field of endeavor and lend political support to peace and development initiatives by the countries of the Americas.

The Argentinean diplomat argued that human rights cannot be divorced from democracy and development. He also called for renewed commitment to strengthen human rights protection mechanisms to tackle violence and impunity, address delays in justice and the need to keep the judiciary independent, and protect economic and social rights.

Touching on the September 11 attacks, Ricardes said "no country is immune to transnational crime, and every country should therefore tackle the problem of terrorism." He noted that the Hemisphere's foreign ministers had mandated the OAS to draft an Inter-American Convention against Terrorism, adding that, "based on how well the negotiations have been moving, we expect to wrap up the work soon and adopt the Convention shortly thereafter."

In his farewell remarks on behalf of all the member state delegations, Permanent Council Chairman Ambassador Blasco Peñaherrera of Ecuador lauded the Argentinean envoy's "intelligence, professional talent and sound diplomatic skills." The Chairman noted as well "how brilliantly Ricardes had steered the Committee on Juridical and Political Affairs, leading to remarkable progress in considering the priority issues on our hemispheric agenda."
