ECUADOR ASSUMES OAS PERMANENT COUNCIL CHAIR

Assuming the chairmanship of the Organization of American States (OAS) Permanent Council today, Ambassador Blasco Peñaherrera, the Ecuadorian Permanent Representative, pledged to continue his predecessor's efforts to make the Organization more dynamic and efficient.

The Ecuadorian diplomat took over from Dominica's Ambassador, Swinburne Lestrade, whose work "during a most complex period" he praised. He said he would lead the Permanent Council to the best of his ability over the next three months.

After presenting his successor with the gavel, Lestrade described his period at the helm of the Organization's second highest decision-making body as "three very productive months." He cited the progress in combating poverty, and wanted to know what specific steps the OAS had taken to implement the mandate to support small states of the Americas.

A lawyer and journalist, Ambassador Peñaherrera served as Vice President of Ecuador from 1984 to 1988. He was Permanent Council Chairman before, during his first stint as Permanent Representative—January 1993 to August 1996. During that period, he also chaired the then Inter-American Economic and Social Council (CIES). Peñaherrera began his second stint as Permanent Representative to the OAS in August 2000.

Among those on hand at today's brief ceremony were Secretary General César Gaviria, Assistant Secretary General Luigi Einaudi, and a number of ambassadors and senior OAS officials.
