LIVE ON-LINE CHAT WITH OAS SECRETARY GENERAL The Secretary General of the Organization of America States (OAS), César Gaviria, was available for a live virtual Q&A session on Thursday, March 1, hosted by the Washington Post. Gaviria, answered questions on-line in both English and Spanish from his office at OAS headquarters in Washington DC. :   Marcela Sanchez: Welcome back to the “Leaders of the Americas” series. We are very grateful to have OAS Secretary General Cesar Gaviria Trujillo with us today. Let me begin by asking you, Mr. Secretary, about the current situation in Guatemala. Last night the OAS Permanent Council issued a resolution supporting the government of Alfonso Portillo. There are rumors of a military coup in the streets of Guatemala. What is happening and what can the international community do, if anything? Bienvenidos nuevamente a la serie de “Líderes de las Américas”. Estamos muy agradecidos de tener hoy con nosotros al Secretario General de la OEA, César Gaviria Trujillo. Permítame empezar preguntándole, Señor Secretario, sobre la situación en Guatemala. Anoche el Consejo Permanente de la OEA emitió una resolución apoyando el gobierno de Alfonso Portillo. Hay rumores en las calles de Guatemala de un golpe militar. ¿Qué está pasando y qué puede hacer la comunidad internacional? Cesar Gaviria: Yes, at the OAS we are concerned about recent rumors in Guatemala that were described yesterday by the Permanent Representative from Guatemala who told the Permanent Council about several incidents that could destabilize the constitutional order in Guatemala. The Council was also informed about acts against the security and live of citizens. We at the OAS are very committed to the stability of democratic institutions, the Council approved the resolution which supports the constitutional governmnet of President Portillo and the rule of law in that country, rejecting any act which could create uncertainty or destabilize the constitutional order. The Resolution also exhorted public institutions to defend the constitutional order and the legitimacy of the state. Finally, the resolution that I, as Secretary General, maintain close contact with the Guatemalan government and keep the Permanent Council informed.   Crystal City, VA: Que piensa hacer la OEA en respecto a la actitud conflictiva del Presidente nicaraguense sobre las ultimas acusaciones contra Honduras y una supuesta carrera armamentista en el istmo centroamericano que pone en peligro la integracion del area? Cesar Gaviria: La Organización de Estados Americanos a través de la gestión del Embajador Luigi Enaudi, quien fue designado mi representante Especial, logro que los dos países acordaran medidas de confianza que evitaran cualquier incidente bélico mientras el caso es examinado y fallado por la Corte Internacional de Justicia. En esta ocasión he tenido la oportunidad de hablar con los dos cancilleres y les he ofrecido que la OEA siempre estara dispuesta a actuar para asegurar que tales medidas se cumplan para evitar que pueda haber incidentes que puedan poner en peligro la seguridad y la paz de toda la región.   Washington State: En los años 70 en la guerra fria, la OEA jugó un papel fundamental en la resolución de los conflictos Intercontinentales, caso Cuba- Estados Unidos-Rusia. En la actualidad cuales serín las alternativas de solución que podria presentar la OEA para resolver el conflicto existente en Colombia ? Cesar Gaviria: La Organización de Estados Americanos , como sus estados miembros de manera individual apoyan de manera decidida el proceso de paz del gobierno del Presidente Andrés Pastrana y esperan contribuir a que el largo conflicto interno colombiano se resuelva a través de la negociación y el diálogo. Ese conflicto es un rezago de la guerra fria y debe encontrar una solución por la via del uso de los procedimientos pacíficos. En lo que hace relación a los problemas de narcotráfico Colombia ha expresado su voluntad de continuar con todo vigor luchando para asegurar a la comunidad internacional que se avance de manera decidida contra este flagelo de la humanidad. Diversos países, incluidos los Estados Unidos han dado respuesta a los requerimientos del Gobierno colombiano para que Colombia reciba en este esfuerzo la colaboración que sea menester.   Carlisle, PA: Secretary General Gaviria, What are your thoughts on hemispheric security cooperation? Given the progress toward establishing an economic community (FTAA) in the Americas, do you see a future that includes development of multinational forces within the hemisphere to provide humanitarian assistance, peacekeeping, and civic action? What role can the OAS play in this? Cesar Gaviria: Through two conferences, one in Santiago, Chile and the other in El Salvador, we advanced in a significant way in establishing confidence building measures that have increased security in the Americas and will help prevent incidents that have plagued us in the past. We have also advanced through minister of defense conferences and with the cooperation of ministries of foreign relations to develop a security agenda that will address some of the threats to security that we have in our Hemisphere- narco trafficking, terrorism, transnational crime. Through the Inter-American Drug Control Commission it has been possible to develop policies that help the countries of the Americas be more successful against this scourge. It has been possible through the exchange of experiences and using the same indicators (about 61) to make policy recommendations that will help to address this problem. We have also developed a plan against terrorism in two conferences; one in Lima and the other in Miami.   Stratford, CT: La OEA perdió fuerza y prestigio cuando decidió no condenar la fraudulenta campaña y victoria electoral de Fujimori en mayo pasado. Por que LA OEA y los presidentes latinoamericanos no tuvieron el temple de hacerle frente a Fujimori ante lo que obviamente fue un fraude electoral y que término en la corriente debacle en el Peru? [EDITADA] César Gaviria: Fue precisamente por el informe que rindió la Misión de Observación electoral que envió la OEA al Perú que los 34 países de la OEA decidieron el año pasado en nuestra Asamblea en Canadá enviar una misión bajo la orientación del Canciller de Canadá y mía que tendría por misión desarrollar una agenda de 29 puntos para regresar al Perú a la plena vigencia de sus instituciones democráticas. En la mesa de diálogo que se estableció fue posible avanzar de manera importante y también le ayudó a la oposición a buscar actuar de manera consensuada y prepararse para asumir las responsabilidades de gobierno. A nuestro juicio se avanzó por nuestra actuación en la recuperacion de la democracia en el país. Bethesda MD: Why does the organisation let the americans, in such a flagrant manner, impose their agenda in the case of Haiti? Einaudi is running the show and Mr Gaviria is hiding in his own shadow.Look at the 8 points: essentially they address the american interests a la carte" César Gaviria: The OAS, in response to the invitation of the government of Haiti, observed the parliamentary elections in May 2000. The OAS found irregularities and violations of the electoral law of the Haitian constitution. Unfortunately the problems of that flawed election have not been solved, and many countries, including the US, have expressed serious concerns about the election. The OAS hopes that the new government of President Aristide will address those concerns and will correct the flaws and irregularities that occurred in the election. Ambassador Einaudi, Assistant Secretary General of the OAS, has been helping to develop a dialogue among the government of Haiti, the opposition parties and civil society to bring back full respect for the will of the people and the constitution of the country. There are some indications that President Aristide may be ready to solve some of the problems we have mentioned. Marcela Sánchez: Thank you Secretary General for your participation.
