April 18, 2001 ASSISTANT SECRETARY GENERAL TO TRAVEL TO HONDURAS
AND NICARAGUA TO INITIATE OAS VERFICATION SYSTEM
The Assistant Secretary General of the OAS, Ambassador Luigi R. Einaudi, will travel to Honduras and to Nicaragua April 25 to 28, 2001, to begin verification of confidence-building measures agreed-to by the two Governments.
The Assistant Secretary General will discuss the General Secretariat’s plan for the verification, developed at the request of the Vice-Ministers of Foreign Affairs of Honduras and Nicaragua and consulted with member and observer States of the OAS.
The OAS will ascertain whether the confidence-building measures agreed-to by the two countries in the Miami, San Salvador and Washington D.C. Agreements are being implemented and respected. The information collected by the Organization will be incorporated into a verification system which will also include information regarding implementation of commitments undertaken by the Parties in the Declarations of San Salvador and Santiago on Confidence and Security-Building Measures and in OAS General Assembly Resolutions on Hemispheric security. Within this process, the OAS will foster cooperation with the General Secretariat of the Central American Integration System on the regional security principles contained in the Framework Treaty on Central American Democratic Security.
