BELIZE AND GUATEMALA AGREE TO PLAN OF ACTION

At a meeting in Miami, on January 16 and 17, Belize and Guatemala reaffirmed their commitment to their Agreement on Confidence-Building Measures – signed in Washington on November 8, 2000 – by adopting a Plan of Action for its immediate implementation.

The Miami meeting was convened to clarify procedures to be followed with regard to alleged illegal settlements in areas claimed by both countries. The delegation of Belize was headed by Assad Shoman, Ambassador with Ministerial Rank, and that of Guatemala by Gabriel Orellana Rojas, Minister of Foreign Affairs. OAS Assistant Secretary General Luigi Einaudi also participated as the representative of OAS Secretary General César Gaviria, who has been serving as a Witness of Honor to the negotiations between Belize and Guatemala over their longstanding territorial differendum.

The attached Plan of Action, signed late January 17, includes the provision of independent cartographic services by the Pan American Institute of Geography and History (PAIGH), headquartered in Mexico City.
