STATEMENT BY THE SECRETARY GENERAL OF THE OAS, CESAR GAVIRIA

 

"While in Paris today attending a joint meeting of the Consultative Support Group for the Strengthening of Peace between Ecuador and Peru, I learned that a group of indigenous Ecuadorians have occupied the National Congress.

In my capacity as Secretary General and representing the Organization of American States (OAS), I condemn this act which runs contrary to the democratic principles that govern member states of the OAS. I call on this group to desist from unconstitutional activities immediately.

This development is all the more unfortunate since, after many years of conflict, Ecuador and Peru are today working together to improve the wellbeing of their respective peoples. This meeting in Paris will enable both countries to obtain financing to move forward with their development programs, within the framework of the broad agreement on border integration.

The government led by President Jamil Mahuad was elected democratically by the Ecuadorian people and enjoys the full support of the community of nations that make up the Organization of American States. In view of the gravity and urgency of the situation, the OAS stands ready to provide whatever support is deemed appropriate.

I urge the democratic forces in Ecuador to work to resolve this situation, which should not be allowed to overshadow the vigorous democratic process now underway throughout the hemisphere."
