Good
afternoon, ladies and gentlemen. Welcome to the Organization of American
States. This afternoon we
have the pleasure of the company of the Foreign Minister of Brazil, who
chaired this afternoon’s meeting, and the Secretary General of the
OAS, immediately to my left. The
Foreign Minister of Brazil will begin by reading the conclusions of the
meeting and then he will answer a few questions.
Ladies and gentlemen, the Foreign Minister of Brazil.

CANCILLER DEL BRASIL: I
thank you very much. If there are questions in Portuguese or Spanish, I
may try to answer, although I’ll probably not add to anything that I
will say in the beginning. I
will say that I am not going to read a statement because I’ve not
written one, so it will be a kind of a summary of what we discussed.
We decided to operate the way we operate in the Security Council
of the United Nations, so this is a statement by the President to the
press. We didn’t negotiate every single word, so don’t be too
stuck to any specific word.
Let
me say first of all that the importance of the meeting was highlighted
by the very high-level presence of foreign ministers, and in two cases
of vice ministers of the six countries beside, naturally, the Secretary
General of the OAS. We had also the presence of representatives of the Secretary
General of the United Nations and of the Carter Center.
One
very important feature of all statements and the feeling in the meeting
was that the problem in Venezuela is a problem of great urgency.
That requires, therefore, that we act immediately.
It was also mentioned that one basic line that we have to follow
is respect for the sovereignty of Venezuela and any solution to be found
for the problems has to be found by the Venezuelan people themselves.
In
this respect, the Group of Friends supports the facilitation efforts of
the Secretary General of the OAS within a constitutional framework and
in accordance with all pertinent OAS resolutions, including resolution
CP/RES. 833 (1349/02) and also the agreement reached between the
Government and the opposition.

It
was also mentioned that it was important to reaffirm resolution 833 as
regards freedom of expression, but at the same time an appeal was made
to the media for moderation so that dialogue can proceed in a
constructive way.
It
was, again, the general view that it was important to explore proposals
that permit normalization of activities in Venezuela.
Specially mentioned was the need for immediate effect in terms of
normalization of education activities and also special efforts to ensure
food supply.
All
of this is in the context of proposals with a view to try to find a
political solution within the Venezuelan constitution.
In this respect, the countries here represented welcomed the
proposals made by President Carter, which received an initial positive
reaction on both sides and which could constitute an important way
forward.
We
also expressed appreciation for the willingness of the UN Secretary
General to contribute to the efforts of the Group of Friends and, of
course, to the efforts of the Secretary General of the OAS himself.
The Group of Friends will contribute for the respect of the
agreements reached between the Government and the opposition––so
it’s not only for the dialogue but also in order to facilitate, to
ensure that the agreements reached are implemented, and in the medium
term for the reconciliation of the Venezuelan society.
As
a practical measure, it was agreed that vice ministers or high officials
should meet very soon in Caracas. They
should arrive on the 30th, meet on the 31st, and
if necessary, stay for the weekend.
That’s
basically what I was asked to say as a summary of the meeting.

there was a series of suggestions that are already contained in points
that had been agreed under the aegis of the Secretary General, like
reduction of violence and even elimination of armed groups and things
like that that can help avoid any derailing of the process.
Maybe the Secretary General may wish to elaborate on them, since
some of them are already part of what has been previously agreed to.
El SECRETARIO GENERAL: I
think the Minister has said it and probably we can be more precise.
I think we need to advance on an agreement between Government and
the opposition on the issue of violence.
I think Venezuela is going through a process with a lot of risks
of violence, and I think Government and the opposition can work on more
measures to avoid violence and a clear commitment to look for a solution
that is totally pacific. So
I hope that it would be possible in the next few days to start to work
on that––measures to avoid violence and a statement against violence
between Government and the opposition.

El SECRETARIO GENERAL: Bueno,
lo que ha dicho el Ministro Amorim:
una conclusión a la que llegaron los cancilleres fue,
precisamente, la importancia de que el Gobierno y la oposición se
acuerden en medidas para evitar la violencia y hagan una declaración de
compromiso de no usar la violencia, de no aceptar la violencia, de
rechazar la violencia de todas las formas.
No hay la menor duda de que se están tomando enormes riesgos en
Venezuela, de que estos episodios de violencia se vayan escalando y de
que tengamos mucha más violencia de la que justifica la búsqueda de
una solución pacífica de los problemas del país.
El CANCILLER DEL BRASIL: Es
importante que, en cuanto se busca una solución por la negociación, no
haya, digamos un descarrilamiento de la situación por un descontrol de
una parte o de otra.

El CANCILLER DEL BRASIL: Bueno,
creo que es muy importante, dentro del contexto general de que haya una
retórica conducente al diálogo, que todos demuestren moderación y que
no hagan el diálogo más difícil.
Porque si hay acusaciones mutuas muy fuertes eso hace cualquier
diálogo, incluso sobre propuestas como esas que han sido hechas por el
Centro Carter, más difícil, si el clima permanece de gran confrontación.

El CANCILLER DEL BRASIL: Bem,
eu vou tentar fazer um resumo do resumo que ao concordarmos todos com a
urgência do problema Venezuelano todos acentuamos também a grande
importância de respeitar a soberania venezuelana no processo
salientando que a solução em última análise tem que ser encontrada
pelos Venezuelanos.
O
que o grupo de amigos pode fazer é ajudar o Secretário Geral da OEA e
outras personalidades ou entidades que já tenham feito propostas como
é o caso do presidente Cárter para propiciar um diálogo entre as
partes que encaminham a solução, mas é importante que enquanto se
busca uma solução política mais definitiva que resolva dentro do
marco constitucional, democrático e pacífico da Venezuela.
Enquanto se busca essa solução não haja atos ou fatos que por
vezes escapam inclusive ao desejo dos líderes mas que podem complicar a
situação. Daí a necessidade de um apelo para que não haja violência e
também um desejo de que já no próximo dia 30/31 quando os vice-ministros
e outros altos funcionários se encontrem eles contribuam com o Secretário
Geral para desenvolver medidas que permitam um tratamento dos temas de
maneira mais pacífica e mais tranqüila.

debo decir, con toda franqueza, que ese punto no fue tratado.

eu não vou entrar em distinções filosóficas ou bizantinas eu posso
apenas dizer … en español… [Risas.]
Muy bien. Y yo no
voy ... lo curioso es que el reporter del Estado de San Pablo
después publica distinto y dice que no comprendió mi español.

El CANCILLER DEL BRASIL: Rápidamente,
para decir que, en realidad, lo que pasó hoy, además de la reunión de
los Amigos que discutieron hubo una breve presencia del Canciller de
Venezuela, que es, evidentemente, el representante del Gobierno legítimo
y reconocido de Venezuela. Hizo una exposición de cerca de media hora, creo yo, con sus
puntos.
De manera que esas cuestiones, incluso de aumento, deben ser
planteadas directamente a ellos. Entre
el Grupo de Amigos no hubo discusión sobre la posibilidad de ampliación.
Individualmente, yo recibí a los miembros de la oposición, como
había dicho que lo haría. No
sé lo que hicieron los otros cancilleres.
Sería necesario preguntarle a ellos.
Pero ya escapa, digamos, de mi función hoy aquí como
coordinador.

El SECRETARIO GENERAL: Señor
Amorim. [Risas.]
El CANCILLER DEL BRASIL: Primero
tendré que ser elegido Secretario General de la OEA, lo que no creo que
pase; ni soy candidato, ni ahora ni...
De inmediato, evidentemente, creo que por algún tiempo eso va a
continuar siendo. Es muy importante, nosotros hoy no intentamos rescribir las
resoluciones de la OEA. Entonces,
las resoluciones de la OEA que existen siguen vigentes de la manera que
están. La invitación que
ha sido hecha ya hace tiempo por el Gobierno de Venezuela, incluso antes
de la resolución, sigue de pie, como lo ha reafirmado, creo, hoy el
Canciller.
Entonces, nosotros vamos a trabajar en ese contexto, buscando
apoyar sus esfuerzos, quizá ampliar sus posibilidades de acción, con
la influencia que cada uno pueda tener con el Gobierno o con al oposición,
para garantizar el diálogo. Pero
no discutimos todos los detalles de cómo van a pasar los próximos dos
meses. Estamos más
preocupados con la próxima semana.

El CANCILLER DEL BRASIL: Bueno,
yo solo puedo dar sobre eso una visión personal, porque allí ya no
podría entrar. Como todos ven, eso no ha sido discutido entre todos los
Amigos. Pero yo siento, de
mi parte, un momentum positivo,
por la conversación que tuve hoy con el Canciller Roy Chaderton y también
con los elementos de la oposición.

El CANCILLER DEL BRASIL: No,
yo no voy a interpretar las palabras del Canciller Chaderton.
Lo único que puedo decir es que las proposiciones que están allí,
y que además no son nuestras, son del Centro del Carter, pueden ser
estudiadas y hacer parte del diálogo.
Porque esto no es un grupo de mediación; es un grupo de
facilitación. Pero si hay
ideas buenas, que pueden servir de base a la discusión; muy bueno.
Pero en ambos casos son actos que ocurrirían de acuerdo con la
Constitución venezolana.
[Pregunta. Inaudible.]
El SECRETARIO GENERAL: Bueno,
yo diría que las tensiones han estado, básicamente, aumentando a lo
largo de estos dos meses. Y
los avances para un acuerdo han...
Hay algunos avances. Tenemos
20 puntos acordados. Y
falta, desde luego, el tema de la salida electoral y tal vez algunos de
los temas referentes al paro o a los paros de distinta naturaleza que
hay en el país.
Pero yo diría que las dos partes hoy ya no se subestiman.
Yo diría que las dos partes hoy comprenden la magnitud del
problema que están enfrentando. Y
yo diría que hay alguna voluntad para avanzar a un acuerdo.
La misma contribución de la comunidad internacional, la
presencia de estos seis países amigos, la presencia del Presidente
Carter hace pocos días, yo creo que fortalecen la negociación.
Y el propósito principal del Grupo es ese:
fortalecer la negociación, ver qué pueden hacer estos seis países
Amigos para fortalecer la negociación y la mesa de negociación y
acuerdos en Venezuela.
Creo que tomaremos una pregunta más.
[Pregunta. Inaudible.]
El CANCILLER DEL BRASIL: Bueno,
dentro del espíritu que arreglamos hoy, van a discutir medidas
concretas, como por ejemplo cuáles son las medidas prácticas que
contribuirán para alejar el riesgo de violencia; cómo obtener, por
ejemplo, la declaración de las partes contra la violencia; cómo seguir
el proceso con una moderación de la retórica de los dos lados.
Hay una serie de cosas de ese tipo que podrán, muy prácticamente,
hacer. Quizá si hay una
disposición realmente positiva de hablar de las propuestas del
Presidente Carter, verificar ahí cuáles son las cosas que deben ser
enfrentadas más rápidamente.
Porque hay un punto que quizá no discutimos hoy en profundidad,
pero que tendrá que verse. En
el caso de que se siga uno de los caminos, hay que focalizar en una de
ellas; porque no es posible seguir las dos al mismo tiempo.
Cuestiones como esas podrán ser discutidas ahí.
