(Declaration adopted at the
first plenary session,
held on September 21, 2001)
We, the Ministers of Foreign Affairs of the
Americas, declare our solidarity with the Government and people of the United States of
America and express our deepest condolences to all nations and families who suffered
losses as a result of the terrorist acts of September 11, 2001.
In their honor, we pledge to stand united against
terrorism.
With one voice, we condemn the abhorrent practice
of targeting innocent persons to promote ideological objectives.
With one heart, we commit to work together
urgently to bring to justice the perpetrators, organizers, and sponsors of these terrorist
acts and all those who provide them aid and sustenance.
With one resolve, we dedicate ourselves to use all
democratic and legal means to protect our shared values and the right of our citizens to
live in an environment of peace and security.
Individually and collectively, we will deny
terrorist groups the capacity to operate in this Hemisphere.
This American family stands united.
