      OBSERVATIONS:     Article 16 of the Convention requires the prior         
                    ratification of the Treaty to Avoid or Prevent Conflicts    
                    between the American States, signed at Santiago, Chile in   
                    1923 (A-18).                                                
                                                                                
                        This Treaty has been superseded by the American Treaty  
                    on Pacific Settlement (Pact of Bogot ), 1948 (A-42).  Unless
                    both parties to a dispute have ratified the subsequent      
                    Treaty, however, this Convention would be applicable.
