THE MEETING OF EXPERTS IN THE AREA
OF ENVIRONMENTALLY SOUND TECHNOLOGIES

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

HAVING SEEN the Report of the Committee on the Environment on the Meeting of Experts in the Area of Environmentally Sound Technologies (CP/doc.2548/95),

CONSIDERING:

That at its twenty-fourth regular session, held in Bel m do Par?, Brazil, the General Assembly decided, through its AG/RES. 1300 (XXIV O/94), to hold a "Meeting of Experts in the Area of Environmentally Sound Technologies and instructed the Permanent Council, through its Committee on the Environment, to prepare the agenda and draw up the working guidelines for that meeting, and

That the Government of Canada offered to host such a meeting,

RESOLVES:

  1. To take note of the report of the Committee on the Environment on the Meeting of Experts in the Area of Environmentally Sound Technologies.
  2. To thank the Government of Canada for generous offer to host this Meeting of Experts, from march 15 to 17, 1995, in Ottawa, Canada.
  3. To approve the following agenda for the meeting, prepared by the Committee on the Environment:

    1. Overview of current situation and principal challenges in the Hemisphere.
    2. Discussion of objectives:

      Make recommendations and proposals for a possible OAS program of action in this area, and for the implementation of Chapter 34 of Agenda 21, "Transfer of Environmentally Sound Technology, Cooperation and Capacity-Building" including, inter-alia, access to information, transfer of technology, capacity building (human resource training) financial and other cooperative arrangements, and traditional technologies to further hemispheric cooperation, and in particular to facilitate the gaining of access to and development of Environmentally Sound Technologies for Small and Medium Sized Enterprises:

      • establish priorities
      • possible timeframe
      • necessary mechanisms

    3. Review of work relevant to the hemisphere in other international fora (e.g. CSD, GATT, OECD, UNCTAD, UNEP), with reference to Chapter 34 of Agenda 21, "Transfer of Environmentally Sound Technology, Cooperation, and Capacity-Building", with particular emphasis on small and medium sized enterprises, as well as activities of the private sector in this area.
    4. Case Studies: regional presentations on cross-sectoral issues
      • information access
      • capacity building
      • financial and other cooperative arrangements
      • traditional technologies

      Conclusions and Recommendations from case studies.

    5. Summary report offering a regional perspective on priority activities and objectives in this area and making recommendations and proposals for an OAS program of action, to be presented to the Environment Committee and made available to the CSD at its next regular session.
