CONVOCATION OF A MEETING OF CONSULTATION OF
MINISTERS OF FOREIGN AFFAIRS

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

CONSIDERING:

That on January 29, 1995, the Ambassador, Permanent Representative of Ecuador addressed a note to the Chairman of the Permanent Council whereby his government requested convocation of a Meeting of Consultation of Ministers of Foreign Affairs, in accordance with articles 60 and 61 of the Charter of the Organization of American States;

That at its special meeting on January 30, 1995, the Permanent Council heard a statement by the Representative of Ecuador pointing to the events taking place on the Ecuadoran-Peruvian border, as well as the statement made in this connection by the Representative of Peru; and

That at that same meeting, the Permanent Council urged both governments to make the utmost effort to restore peace promptly through the peaceful and friendly resolution of the situation that exists between the two countries,

RESOLVES:

  1. To express its deep concern over the circumstances that are disrupting friendship and solidarity between two sister countries and, accordingly, to urge the governments of Ecuador and Peru to put an immediate stop to the hostilities.
  2. To recognize the overtures being made by Argentina, Brazil, Chile and the United States as guarantors of the 1942 Protocol of Rio de Janeiro as a contribution to ending the conflict, and to express its confidence in this effort towards attainment of this goal.
  3. To recognize the timely steps being taken by the OAS Secretary General in an effort to find a peaceful resolution to the differences between both countries.
  4. To convene, in accordance with the provisions of the first part of article 60, and 61 of the Charter of the Organization, a Meeting of Consultation of the Ministers of Foreign Affairs of the member states to consider the situation that exists between Ecuador and Peru, and to authorize the Chairman of the Permanent Council to set the date for that meeting, in accordance with the steps being undertaken.
  5. Also to authorize the Chairman of the Permanent Council to determine the venue of that Meeting, taking into account the offer made by the Government of Uruguay to hold that Meeting in Montevideo, in the event that that Meeting of Consultation of Ministers of Foreign Affairs is held.
  6. To instruct the OAS Secretary General to transmit this decision to the governments of the member states.
