The Department of Human Resources (DHR)
supports the management cadre and staff members of the General Secretariat, performing as a strategic partner, who will not only understand and attend their needs, but is committed to their success. 

The DHR is now composed of 4 areas:
Insurance Office/Health Unit,  Organizational Development, Compensation and Benefits, and HR Operations which is comprised of 4 staffers that have been assigned to perform as Human Resources Consultants within specific areas of the General Secretariat.

Structure of the DHR

1 HR Operations (Please click on the link)
The Staffing Section is responsible and accountable for providing services in an efficient and timely manner to the GS/OAS in all matters related to: (a) recruitment and selection, (b) hiring, (c) compensation and benefits, (d) employee relations and counseling, and (e) employment and classification.

In addition, this section provides consultancy to areas, workforce planning, restructuring, conflict resolution, manpower utilization, organizational structure, and personnel regulations and procedures.

2 Compensation and Benefits (Please click on the link)
To provide an efficient and transparent service to all staff members of the General Secretariat regarding any questions or requests about the benefits or services that the staff member is entitled to. All these requests are processed through the staff member’s HR Staffer.

Insurance Office

Offers to the staff members a service related to benefits of health and life insurance for the Organization. 

Health Unit

The main objectives of the Health Unit are to promote the good health of the staff members of the Organization, and to increase the perception of the importance of prevention.

This section contributes towards the development and implementation of programs for
the professional growth of staff members  through different tools like training, performance appraisal, and internal communication. It
is also the framework to support employees in the development of their professional and organizational skills, knowledge, and abilities.
