Pursuant to Articles 90 and 117 of the Charter of the Organization of American States, I hereby submit to the General Assembly and the Permanent Council the Annual Report for 1995-1996 containing, as prescribed in the Charter, the description of the Organization's activities and its financial situation. This document, prepared in accordance with the guidelines established in resolution AG/RES. 331 (VIII-O/78), covers the period from March 1, 1995 to February 29, 1996.

I shall also be submitting to the Assembly a document describing and analyzing progress made on the main topics on which the General Secretariat was engaged during that period, in regard both to the mandates contained in the Organization's Charter and the instructions that emanated from the General Assembly in Haiti and the Summit of the Americas.
