COOPERATION FOR DEVELOPMENT: OTHER ENTITIES


Article 52 of the Charter provides that "There may be established, in addition to those provided for in the Charter and in accordance with the provisions thereof, such subsidiary organs, agencies and other entities as are considered necessary."

INTER-AMERICAN DRUG ABUSE CONTROL COMMISSION

Established by the General Assembly in 1986, CICAD is in charge of developing, coordinating, evaluating and implementing the Inter-American Program of Action of Rio de Janeiro Against the Illicit Use and Production of Narcotic Drugs and Psychotropic Substances and Traffic Therein. The Commission currently comprises 24 member States: Argentina, The Bahamas, Belize, Bolivia, Brazil, Canada, Chile (Chairman until March 1995), Colombia, Costa Rica, Dominica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama (Vice Chairman until March 1995), Paraguay, Peru, Saint Lucia, Suriname, Trinidad and Tobago, the United States, Uruguay and Venezuela.

Under its program of action, CICAD is conducting the following activities, which fall into 5 priority areas (I-V):

  1. Demand Reduction
  2. Strengthening of the National Drug Control Committees
  3. Legal Development
  4. Inter-American Drug Information System (IADIS)
  5. Alternative Development
