In accordance with the provisions of the Charter of the OAS and the General Standards governing the operations of the General Secretariat, the purpose of this Report is to describe the Organization's activities and its financial situation (see Appendix D-II). This time, however, any account of what transpired in the previous 12-month period would be incomplete without some explanation, albeit brief, of the new agenda that the Heads of State and of Government of the hemisphere entrusted to the OAS at the Summit of the Americas, and of some of the structural and functional changes that the General Secretariat plans either to adopt or to propose to the Permanent Council for implementation, as appropriate.
