OBSERVATIONS: This convention was modified by means of a Protocol of Amendment adopted 
on 12/01/58 (Instrument C-12(1)). Additionally, the Convention on the Inter-American Institute for 
Cooperation on Agriculture, opened for signature at the General Secretariat of the OAS on 6 Mach 1979 
(Instrument C-17), establishes: “The Convention on the Inter-American Institute of Agricultural Sciences, 
opened to signature by the American States on January 15, 1944, shall cease to be in force with respect 
to the States among which this Convention enters into force, but they shall remain committed 
to the fulfillment of any pending obligations that arose from the 1944 Convention. The 1944 Convention 
shall remain in force with respect to the remaining Member States of the Inter-American 
Institute of Agricultural Science; until they ratify this Convention.”

1. Brazil
(Reservation made at the time of signature)

The plenipotentiary of Brazil signs the present Convention and its Protocol of Amendment –documents which it considers as an inseparable whole– with the reservation that it does not accept the system of contributions based on an exclusively demographic criterion, established by Article IX of the Convention, and that its Government will only pay contributions to the Inter-American Institute of Agricultural Sciences when, under the terms of Article X of the Protocol of Amendment, the system of contributions established by Article VI of that Protocol enters into force.

 

2. Uruguay
(Reservation made at the time of signature)

The Plenipotentiary of Uruguay signs the Convention with the reservation that it be subsequently approved by the parliament in conformity with Article 157, item 21 of the Constitution of the Republic.

3. Venezuela
(Reservations made at the time of signature)

First: With respect to the stipulation in Article XII whereby the contracting States agree to exempt from state and municipal taxation the lands and buildings owned by the Inter-American Institute of Agricultural Sciences, it is expressly understood that Venezuela cannot grant such exemption, inasmuch as such taxes do not fall within the competence of the Federal Government, as provided by No. 3, paragraph 4, of Article 17 of the National Constitution.

Second: With respect to the stipulation in paragraph 2 of Article XVI whereby it is agreed that the status of the Institute shall be determined by the Governing Board of the Pan American Union, in the event that the present Convention should cease to be in force, the Government of Venezuela reserves any rights it may have, in that eventuality, in lands and buildings situated in its territory that are devoted to the purpose of the Convention, and which may not be transferred, ceded or other wise alienated or encumbered, except in conformity with the laws of the country.

 

a. Brazil
(Declaration made at the time of ratification)

Considering the opinion of the Brazilian Government, which was stated at the time of signing the international acts referred to, (Convention and Protocol) the present instrument of ratification will be deposited with the understanding that the Board of Directors of the Inter-American Institute of Agricultural Sciences, by Resolution of May 18, 1962, adopted a scale of annual contributions equal to that of the Pan American Union.

 

b. Canada
(Reservation made at the time of ratification)

In acceding to the Convention on the Inter-American Institute of Agricultural Sciences, the Government of Canada notes the text of the Resolution on the Admission of New Members adopted by the Board of Directors of the Institute on November 17, 1971, and declares its understanding that Articles I, II, XI XII, XIII, and XIV of the Convention, insofar as Canada is concerned, shall have effect subject to the laws from time to time in force in Canada.

 

c. Venezuela
