El grupo de expertos está compuesto por miembros de los órganos, agencias, y entidades pertinentes de la OEA, los Estados Miembros, y la sociedad civil. Los miembros del grupo de expertos participan en forma independiente como expertos con interés en el tema. Para fomentar el libre intercambio de opiniones e ideas, todas los presentaciones, comentarios y documentos presentados por los miembros del grupo no son atribuidos a los respectivos gobiernos y/o organizaciones.
