FIRST PHASE OF JUDICIAL FACILITATORS DIPLOMACY CONCLUDES

A ceremony was held on Saturday, February 14TH at the Roberto González UNAN-Managua Auditorium in recognition of 338 members of the Judicial Facilitator’s Program who successfully completed the First Course on Diplomacy of “ The National Judicial Facilitators” conducted by the National Autonomous University (UNAN), The Supreme Court of Justice (CSJ), the Central American Court of Justice (CCJ) and the Judicial Facilitators Program of the OAS, under the auspices of the Swedish International Development Agency (SIDA).

The diplomacy course was designed for local and district judges, Judges of Courts of Appeal, Administrative Delegates, Public Ministry and police and others involved in the service. The purpose of this course was supported by methodologies and techniques to enhance basic training and to facilitate and consolidate the National Judicial Facilitators Program.

 

For this purpose, four study modules were developed under a mixed methodology (Hybrid and online): National Facilitators, Training Facilitator, Gender and Justice and the Principle of Opportunity and Methods of Alternative Dispute Resolution. The activity was held by Dr. Marvin Aguilar, Judge of the Supreme Court, Dr. Silvia Rosales, Judge from the Central American Court of Justice, Mr. Francisco Guzmán Pasos, Dean of UNAN-Managua, and Mr. Pedro Vuskovic, Coordinator PIFJ-OAS and OAS Representative of Nicaragua, Dr. Nivea Gónzalez, Secretary General, and Dr. Gustavo Siles Rodrigo Duarte.

Judge Marvin Aguilar appraised the work of the Judicial Facilitators throughout the country and noted that currently it has resolved a little more than 20 thousand cases that fall under criminal procedure. He stated that "a criminal case resolved by a facilitator is 80 times cheaper than if the case was resolved through the courts.” Today any citizen geared towards becoming a mediator, will be allowed to operate as a Facilitator according to the Penal Code." The Court stated that the Facilitators are the living expression of access and participation in the administration of justice, as well as the living expression of harmony and peace.

During the ceremony, Mr. Vuskovic, representative of the OAS, said that access to justice is an essential part of human rights for most of the population, that it is marginalized, and that the facilitator’s services have had a positive effect on public safety.

Consequently, he also emphasized the importance of judges, police, prosecutors and other judicial services to the success of facilitators, which will start developing nationwide soon; especially in urban areas in the coming years. He also confirmed that The OAS will continue to work closely with authorities to help in the process.

In turn, Dr. Silvia Rosales, Representative of the Central American Court, said that she will continue the educational work of projection together with the OAS and the Supreme Courts in the Region in order to strengthen the purposes and Principles of The Central American Integration System; Since it would be nearly impossible to convert Central America into a Region of Peace, Freedom, Democracy, Development, and respect for Human Rights without it.

Dr. Francisco Guzman, Dean of UNAN, said it is important for the University to promote a culture of peace, and therefore The National Judicial Facilitators Diplomacy was going to be available at UNAN nationwide.

It was reported that in the coming days, a closing acts ceremony for certified Facilitators will be held in the UNAN headquarters, in the cities of Matagalpa and Chontales. Similarly, a second generation of the Judicial Facilitators Diplomacy is expected to take place soon for operators in Managua and other locations in the region.
